1354.01 INTENT.
   Council hereby assures the Federal Insurance Administration that it will take action as follows:
   (a)    Enact and maintain in force for those areas having special flood hazards adequate land use and control measures with effective enforcement provisions consistent with the criteria set forth in Section 1910.3(a), (b), (c), (d) and (e) of the National Flood Insurance Regulations;
   (b)    Take such other official action as may be reasonably necessary to carry out the objectives of the program. Such action shall include, but not be limited to:
      (1)    Assisting the Federal Insurance Administrator, at his request, in delineating the limits of the flood plain having special flood hazard on available local maps of sufficient scale to identify the location of the building sites;
      (2)    After flood insurance is made available, furnishing representatives of the National Flood Insurers Association (also appropriate Federal or State agencies, upon request) information concerning new or substantially improved structures within the area of special flood hazard. This information shall include floor elevations.
      (3)    Cooperating with Federal, State and local agencies which undertake to study, survey, map and identify flood-prone areas as well as cooperating with neighboring jurisdictions with respect to adjoining flood plains in order to prevent aggravation of the flooding problem.

1354.02 AUTHORITY OF SAFETY DEPARTMENT.
   The City hereby invests the Department of Public Safety with the responsibility, authority and means to:
   (a)    Furnish first floor information;
   (b)    Prepare and forward to the Federal Insurance Administration an annual report;
   (c)    Be the repository for flood insurance maps; and
   (d)    Otherwise implement the commitment made herein.

1354.03 BUILDING PERMITS AND SUBDIVISION APPLICATIONS.
   (a)    The Building Inspector, when reviewing applications for building permits, including the plans and specifications for the proposed construction, shall review the same to determine whether or not the proposed construction is consistent with the need to minimize flood damage.
   (b)    The Building Inspector shall review all building permit applications to determine whether or not the site of the proposed construction is reasonably safe from flooding and to make recommendations for construction in all locations which have flood hazards.
   (c)    The Building Inspector, in reviewing applications for construction in flood hazard locations within the City, shall require that any such proposed construction:
      (1)    Be designed and anchored to prevent the flotation, collapse or lateral movement of the structure or portions of the structure due to flooding;
      (2)    Use construction materials and utility equipment that are resistant to flood damage;
      (3)    Use construction methods and practices that will minimize flood damage;
       (4)    Provide adequate drainage in order to reduce exposure to flood hazards; and
      (5)    Locate public utilities and facilities on the site in such a manner as to be elevated and constructed to minimize or eliminate flood damage, such utilities and facilities to include sewer, gas, electrical and water systems.
   (d)    The Building Inspector, in reviewing subdivision applications, shall make findings of fact and determine whether or not:
      (1)    The proposed development is consistent with the need to minimize flood damage;
      (2)    Adequate drainage is provided so as to reduce exposure to flood hazards;
      (3)    Adequate drainage is provided so as not to increase the exposure to flood hazards of adjacent lands; and
      (4)    All public utilities and facilities are located, elevated and constructed so as to minimize or eliminate flood damage, such utilities and facilities to include sewer, gas, electrical and water systems.
