   EDITOR’S NOTE: The Director of Public Service operates the sanitary sewerage system through the Division of Water and Sewers. Rules and Regulations for the system have been established by the Director. Interested persons may obtain copies of such Rules and Regulations from the Director.

931.01 PURPOSE.
   It is hereby declared to be necessary for the protection of the public health, safety, welfare and convenience for the Municipality to assess sewer charges against all lots, lands and premises which are adjacent to a sanitary sewer within the Municipality.

931.02 SEWER FUND.
   The funds received from the collection of sewer rentals shall be deposited daily with the Finance Director and shall be kept in a separate and distinct fund known as the Sewer Fund. The Fund shall be used for the payment of the cost of the management, maintenance, operation and repair of the sewerage system and sewage pumping, treatment and disposal works. Any surplus in such Fund may be used for the enlargement or replacement of the system and works, for the payment of the interest on any debt incurred for the construction thereof and for the creation of a sinking fund for the payment of such debt, but shall not be used for the extension of a sewerage system to serve unsewered areas or for any other purpose.

931.03 RENTAL RATES.
   The following monthly sewer rental rates, which shall be interpreted to mean one month or portion thereof, shall be charged to each water consumer in the Municipality whose premises are adjacent to a sanitary sewer:
   (a)    Base Charge. 
      Effective Date:
      July 1, 2022      Seven and 40/100 Dollars ($7.40) per month.
               ($4.20 Sewer Fund) ($3.20 Sewer Capital Improvement Fund #1.)
      January 1, 2023   Seven and 80/100 Dollars ($7.80) per month.
               ($4.40 Sewer Fund) ($3.40 Sewer Capital Improvement Fund #1.)
      January 1, 2024   Eight and 20/100 Dollars ($8.20) per month.
               ($4.60 Sewer Fund) ($3.60 Sewer Capital Improvement Fund #1.)
      
      January 1, 2025   Eight and 60/100 Dollars ($8.60) per month.
               ($4.80 Sewer Fund) ($3.80 Sewer Capital Improvement Fund #1.)
      January 1, 2026   Eight and 90/100 Dollars ($8.90) per month.
               ($4.95 Sewer Fund) ($3.95 Sewer Capital Improvement Fund #1.)
   (b)    Additional Charges. The monthly additional sewer rental charge, presently Three and 88/100 Dollars ($3.88) per one hundred cubic feet of water consumed or fraction thereof, shall be increased as follows:

   (c)    The Director of Public Service is hereby authorized to apply an additional annual percentage increase per one hundred cubic feet of water consumed or fraction thereof, equal to any annual percentage increase charged to the City of Sheffield Lake by the sewer treatment facility servicing the City.
   (d)    Penalty. A penalty of ten percent (10%) of the total amount of charges on each bill for each billing period shall be added to the charges herein set out if the bill is not paid on or before the fifteenth day of the month in which payment is due.
